Mbarara City Mayor, Robert Mugabe Kakyebezi is on the spot allegedly procuring land for constructing two markets without council approval. According to the councillors, the executive only sneaked a report to the council through the Multipurpose committee for approval after procuring the said market land.
Eunice Asiimwe, the Multipurpose Committee Chairperson informed the council that the report neither shows the cost of the land nor its size. She claimed that the executive only informed her committee that the land is found in Nyakayojo and Biharwe without going into details.
John Kavigi, the Mbarara City Social Services Secretary questioned the criterion used by the executive to procure the land and the source of the funding.
Muhammed Byansi, the Mbarara city south A councillor accused the Multipurpose committee chairperson of allowing the executive to sneak the resolution into their report. He faulted the committee for allowing to present the report on the said land without any supportive documents.
Bonny Tashobya Karutsya, the Mbarara City Council speaker trashed the report presented by the Multipurpose committee on the said land and tasked the Chairperson to come up with a clear explanation.
In his explanation, Mbarara City Mayor, Robert Mugabe Kakyebezi explained that they bought the land using money from the leasing of Marknsighn market, which sits on plots 32-40 along Marknsighn street. He explained that he acted on a resolution passed by the previous council to buy the said land.
John Beigana Matama, the Mbarara city clerk told the councilors that he wasn’t aware of the land procurement since he was new. He promised to check the previous records of the council and respond to the issues raised.
