URN.Karamagi says the Town clerk appointed someone to take up the duties of a principal accountant in the city finance department, a position he occupies. According to the public service standing orders, section F, R (18) page 129, it’s the role of the appointing authority which is the city service commission to appoint anyone into a position.
There was Drama at Fort portal city Yard in Boma Wednesday when the City Town clerk, Moses Otimong blocked Simon Karamagi, the principal accountant from attending a Validation Exercise. Karamagi had shown up for the exercise after receiving an invitation from the office of the town clerk targeting all heads of department.
However, no sooner had Karamagi stepped into the meeting room than Otimong ordered him out. Left without any other option, Karamagi tan to the office of the city mayor for redress. The Mayor directed his Deputy Stella Marunga and Works Secretary, Jorum Kinuge to escort Karamagi to the validation meeting, which angered the Town clerk.
The exercise grounded to a halt for 30 minutes as the town clerk stood in the doorway to block Karamagi, the Deputy Mayor, and Kinuge from accessing the meeting Room. Marunga said there was a plot by the Town clerk and others to block the Principal accountant from participating in the validation exercise without a clear explanation.
The town clerk declined to give an explanation, only that Karamagi would be validated later since he was not among those invited for exercise. Karamagi alleged there has been a plot by the Town clerk to stop him from attending the validation exercise because he is fronting people of his interest to assume the position of principal accountant.

This is in line with article 200 (1) of the 1995 constitution, which gives the powers to the city/district service commission to confirm appointments or remove persons from office.
The Validation exercise which commenced on August 3rd, 2022 will be completed today. It aims at streamlining employees of fort portal city and filling posts that have been vacant since Fort Portal Municipality was elevated to a city.
