The police spokesperson Mr. Fred Enanga has said that Inspector general of Police Martins Okoth Ochola has stopped with immediate effect, the arresting of sex workers, gamblers saying that any officer who will be found arresting individuals on offences related to rogue and vagabond will have to face the disciplinary court.
Mr Enanga made the remarks during their weekly press conference at their head office in Naguru saying that the provision has been outlawed.
“Any police officer who will be found arresting individuals on offenses related to rogue and vagabonding like idle and disorderly, gambling and prostitution will face the disciplinary court,” Mr Enanga said.
Last week the Constitutional Court in Kampala nullified section 168(1) (C) and 168(1) (d) of the Penal Code Act which criminalized being idle and disorderly following a petition in 2018, by Lawyer Francis Tumwesigye Ateenyi against the Attorney General to constitutional court indicating that the two sections gave the police a go ahead to arrest people they suspected for being idle and disorderly.
The police spokesperson was addressing the media in reference with the directives from the Inspector General of Police that there was no law in Constitution that warrants arrest of idle and disorderly individuals, gamblers, prostitutes among others.
