Parliament has today instituted a seven- member committee to investigate allegations of misconduct and contempt levelled against the state minister for lands Ms Persis Namuganza.
The Deputy Speaker of Parliament, Thomas Tayebwa today named a seven member committee to investigate allegations of misconduct of the Minister.
The Deputy speaker named Mbarara City South MP, Mwine Mpaka as the Chairperson of the select committee while the rest of the members are Wilfred Niwagaba (FDC, Ndorwa East), Mpindi Bumali (Indep., PWD), Charles Bakkabulindi (NRM, Workers ) and Nancy Achora (NRM, Lamwo District), Wakiso District Woman Representative, Betty Naluyima and the Tororo North MP, Geoffrey Ekanya.
The House approved the select committee, and the Deputy Speaker asked the committee to report back within 15 days.
Things went downhill for Ms Namuganza On December 8, when the Agago North Member of Parliament, Mr Amos Okot, notified the Clerk to Parliament of his intention to move the motion to censure Ms Namuganza over misconduct. This move was seconded by Yona Musinguzi, the Ntungamo municipality member of parliament.
Following investigations in December 2022, the committee on rules, privileges and discipline found that Ms Namuganza insulted and abused the leadership of parliament for instituting an adhoc committee.

According to article 118 (1) (b) of the constitution states that parliament may, by resolution supported by more than half of all Mp’s, pass a vote of censure against a minister on grounds of misconduct including abuse of office or willful violation of the oath or allegiance of office.
It is alleged that Ms. namuganza took to her social media and television questioning the operations, powers and integrity ofthe presiding officers of parliament to form adhoc
committees.
If Ms Persis Namuganza is censured, she will join Mr Sam Kuteesa and Maj. Gen. Jim Muhwezi who have in the past been censured over abuse of office. It is now clear that the motion to censure is now in its advanced stages.
