Parliament has passed a motion of censure against the Bukono County MP, Persis Namuganz also the state minister for Housing.
348 MPs voted in favor of the motion, five voted against while three refrained with a total number of 265 members of parliament required to capacitate the Censure.
Censuring a minister is one of the tools parliaments uses to lawfully disapprove the competences of ministers basing on Article 118 Vote of Censure.
“(1) Parliament may, by resolution supported by more than half of all members of Parliament, pass a vote of censure against a Minister on any of the following grounds- a) abuse of office or willful violation of the oath of allegiance or oath of office; b) Misconduct or Misbehavior,” the law says
This is what Namuganza has been condemned to.
Mr. Chris Obole, the director of communications in a telephone interview told this publication that, “Parliament has found honorable Persis Namuganza wanting and it will communicate its decision to the appointing authority who is the president informing him of what has Happened.”
He added that Hon. Namuganza will remain a Member of Parliament but the legislature has just found her unworthy of holding the cabinet position but she will remain a Member of Parliament representative Bukono County in Namutumba district.
It shall be noted that this is not the first time allegedly Ms Namuganza misbehaves besides the current behavior that she was being checked upon controversies of Nakawa-Naguru land given to a section of investors, appeared on media questioning the operations, powers and integrity of the presiding officers of Parliament to form ADHOC committees.
According to a public it states that Namuganza did not only Attack Hon. Rebecca Kadaga that she was unfit and improper to represent Kamuli’s people but also demeaned the Kyabazinga, calling him illiterate and incapable of leading Basoga.
