City Lord Mayor Mr Erias Lukwago last week lifted-a-lid off a deal which involved a one John Bosco Muwonge and Kampala Capital City Authority in a land transaction of $100million.

Mr Lukwago says in the deal he calls “shoddy” that each acre of land in Kisenyi, down town city was sold at Shs37billion after which all vendors in the area were resettled.

“We passed a resolution that instead of buying Mr Muwonge’s land, let the exorbitant amount be channelled to KCCA for constructing markets in the five divisions. This was blackmailed because it irked the cartel,” Lukwago said in the expose.  

The 10 acres of Kisenyi land were allegedly allocated by President Museveni who wrote to Kampala City Council Authority (KCCA) urging them to negotiate with the one Bosco Muwonge on matters about the land to secure a workplace for street sellers and hawkers.

Last Thursday Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) took interest into the matter and during the crossfire,  KCCA and the Kampala Minister to explain their plan to purchase 10 acres of land in Kisenyi at $100m (about 380 billion) from a one Bosco Muwonge, an amount that is extremely high.

“Buying land at 10 million dollars per acre from the one Bosco Muwonge does not make sense, has KCCA engaged with Muwonge to purchase land belonging to him at one hundred million dollars?” the COSASE chairperson Joel Ssenyonyi questioned the representative from KCCA.

This incidence had also triggered concern to the Kampala Lord Mayor Mr. Erias Lukwago who opposed KCCA’s move to negotiate the purchase of Kisenyi land not so long when COSASE made its move in probing into KCCA.

According to Lukwago in his early argument he said “You are not looking at the issues behind all this, the purported buying of land from a one Bosco Muwonge at a hoping sum of 370 billion Uganda shillings an amount equivalent to the entire budget of KCCA, Shs370 billion you can imagine, this is ridiculous,” Lukwago said during an interview

The people do not want to debate about this, they want to zip it under the carpet. So they (government) are telling you that each acre is going to cost 10 million dollars that is Shs380 billion Uganda shillings when they are the very people (government) that sold St. Balikuddembe at only 4 billion Uganda shillings you can imagine, he added.

During the COSASE interface, the KCCA executive director Ms Dorothy Kisaka denied buying the piece of land and said that they are still establishing other places from which to buy land.

“We have received many people saying that they have land and we are looking into them so that we can settle on one of them. We have not yet settled on a single piece of land as yet,” she said.
