The Kabale Head Teacher’s association is on the verge of splitting because of threats by the Catholic Headteacher’s Association to quit.  The Catholic headteachers accuse their Anglican counterparts of using their numerical strength to take over all important offices in the recently concluded elections.  

In a February 14th, 2022 petition to their patron who is also the Kabale District Education Officer, Headteachers in the Catholic Schools raise complaints of irregularities and religious segregation in the election held on February, 11th, 2022 to elect the leadership of Kabale Primary School Headteacher’s Association. 

Only 1 catholic made it to the seven-member executive of Kabale Head Teacher’s association while they only managed to get 4 out of 10 sub-county leadership slots. The Association brings together 110 Primary school Headteachers from Kabale District. 70 of the members with voting rights are Anglicans while the remaining 40 are Catholics.

Speaking to URN, Charles Akankwasa, the former Chairperson of the Kabale Catholic Headteacher’s Association, says that they have intelligence indicating that the Anglicans held a caucus meeting to plan on how to use their numerical strength to deny Catholics important positions during the election.

Akankwasa, who is also the headteacher of Muyumbu Primary School, says that it is on this note that they held a meeting on February 14th, 2022 and agreed to withdraw from the association if their complaints are not handled to satisfaction.

But Alex Biryomumeisho, the newly elected Chairperson of the Kabale District Headteacher’s Association has dismissed allegations that his election was based on religious discrimination. 

He argues that if the election was based on religious discrimination, no Catholic would have made it to any office since the Anglicans are the majority. 

According to Biryomumeisho, he garnered 60 votes yet only 57 Anglicans participated in the election, which means he won on merit.    

Geoffrey Beinomugisha, the Chairperson of Uganda National Teachers Association – UNATU Kabale District has asked the two sides to sit at a round table and find a way forward. He however advised them to stick to the rules and regulations that govern the Association.

Kabale District Education Officer, Moses Bwengye Tumwijukye has acknowledged receiving the petition from the Catholic School Headteacher’s Association. He, however, said that he was away in Moroto District for a seminar by the time it was delivered. 

He says that he decided to postpone the enthronement of the new leadership until the matters are resolved.  Tumwijukye however, says that only the headteachers from both sides can find a solution to the impasse since they designed the constitution under, which the controversial election was held. 

He promised to communicate the data for the dialogue meeting between the two parties.
