The Right Honourable Jacob L’Okori Oulanyah died in a Seattle hospital this morning.
Oulanyah was most recently the Speaker of the Uganda Parliament who assumed office on 24th May 2021 succeeding Speaker Rebecca Alitwala Kadaga. He is also the member of parliament for Omoro County constituency, Omoro District in Acholi sub-region.
Oulanyah was born on 23 March 1965 in Gulu District to Nathan L’okori and Karen Atwon. He attended schools, St. Joseph’s College Layibi, Dr. Obote College Boroboro and Kololo Senior Secondary School for his O-level and Advanced level. He later joined Makerere University where he pursued a Bachelors Degree in Agricultural Economics in which he graduated later following his study in Law School at the same institute where he served as speaker of the guild during his stay at Makerere.

He moved on to Law Development Centre where he obtained a postgraduate diploma in legal practice.
The Rt. Hon. entered politics by contesting for the parliamentary seat of Omoro County under the no-party system, Movement Political System.
In the year 2006, he lost his re-election bid standing as a UPC candidate, Uganda People’s Congress is one of the oldest political parties in Uganda. Later that year, he quit UPC to join the National Resistance Movement(NRM).
In 2011, He was elected to represent Omoro County in the Ninth Parliament with an NRM ticket and later in May the same year elected as Deputy Speaker of Parliament.

He served as Deputy Speaker for ten years not until recently in 2021.

He won an election against his predecessor. In the Parliament, he sat on the Appointments Committee as Vice Chairperson which reviews all Cabinet appointments by the President and have power to approve or reject an appointment.
Oulanyah was pronounced dead at 10:00am this morning.
