Family in Luwero Seeks Release of Kidnapped Farmer

A family in Luwero town council is demanding the whereabouts of a man who was allegedly kidnapped by armed personnel. 

The victim has been identified as Steven Sebaggala a resident of Bukuma zone in Luwero town.

Sylvia Nakiyimba the wife of Sebaggala says that the victim went to his pineapple farm located at Lukiizi village in Butuntumula sub-county on Friday but never returned and the phone went off later that night.

Nakiyimba explains that a casual laborer at the farm told her that armed security personnel driving a vehicle commonly known as a drone, picked up Sebaggala at the farm at around 5 pm and didn’t give details on the charge or where they were taking him. 

Nakiyimba says that since then they have checked for his whereabouts in Luwero Police Stations and Magistrate Court in vain. Nakiyimba a mother of four children and a tailor is struggling to look after the family after her husband was arrested.

James Muyiiya a brother to the victim says that they are in fear that Sebaggala could be undergoing torture in a safe house. 

Muyiiya adds that the victim is a hardworking farmer with no criminal record or political activism but they were surprised to hear that he was picked up and his whereabouts remain unknown.

Emmanuel Nsubuga, the Kakookolo –Kavule parish councilor demanded that Sebaggala be presented to the court if he has a case to answer rather than holding him incommunicado.

Patrick Lule, the Acting Savannah Regional Police Spokesperson says that Sebaggala is not in any lawful detention within the local police stations.

Lule says that the family has been advised to open up a disappearance case and investigations are ongoing.

On September 5th, security personnel picked Sulaiman Jakana the son of veteran Politician Abdul Nadduli but held him incommunicado only to present him to Luwero magistrate court a week later after the matter reached the attention of Parliament. 

On Wednesday, Deputy Speaker Thomas Tayebwa tasked the government to explain the latest wave of state abductions of opposition supporters that have swept across the country. 

This was after Leader of Opposition Mathias Mpuuga told Parliament that National Unity Party supporters are being abducted by both armed and non-uniformed armed men in Wakiso, Mukono, Kampala, and Masaka driving in the infamous drone vehicles.

The Deputy Prime minister and Minister Without Portfolio Rukia Nakadama Isanga asked for time so that the Minister of Security Jim Muhwezi brief the Parliament on the matter.
