The Uganda Bureau of Statistics (UBOS) released the 5th National Main Report on the National Service Delivery Survey 2020/2021. This Report reflects the status of Service Delivery in the different sectors of the public service.
The report is a result of a survey conducted to check on efficiency in the Education, Health, Environment, Transport, Agriculture, Water and Sanitation, Housing Conditions, Justice Law, and Order sectors among others.
The survey was aimed at providing information about the performance of the selected sectors for policy formulation, implementation, and monitoring at all levels of governance.
In the opening remarks, the Minister of Finance, Planning, and Economic Development (Planning) said that this was the 5th National Service Delivery Service Report received over the years, running from 2004, 2008, and 2015.
“One can’t enjoy a service where investment has not been undertaken. We must therefore tackle the conundrum of satisfying citizens’ service delivery demands by solving primary investment deficiencies across the board” said State minister of finance Amos Lugoloobi
The Executive Director of UBOS, Dr. Chris Ndatira Mukiza presented an Overview of the NSDS 2020/21 and a general statement on results and in his statement, he called upon all stakeholders to utilize the wealth of data collected and availed over the years. He continued to say Data is a public good it is not needed to be sold don’t because accessible whenever one needs it.
According to Mukiza, the survey was carried out in different regions
“In carrying out this survey, we covered all 146 districts and 15 statistical sub-regions. The estimates have been generated at the national level in both urban and rural areas.” says Dr. Chris Mukiza
The Minister of Public Service Hon Muruli Mukasa urged everyone to exercise good governance because cuts across and should be at the forefront in order to sustainably manage the public resource.
He further highlighted on the issue of Security in the country.
” Another prerequisite for service delivery is security. I am glad to say that there’s peace and security across the country. Our national value system should continue to be at the center of the service delivery agenda” – he said

The National household population in 2021 estimated over 43 million with the South Buganda sub-region registering the highest share of the population (14%) compared to the other sub-regions.
According to the public sector management and accountability about half of the households (47) rated the performance of civil servants as good.
However the respondents reported bribery (27%) as the most form of corruption, followed by embezzlement of fund, nepotism, greed, poor supervision of workers among others.
The National Service Delivery Survey 2021 is conducted every five years however Covid 19 interrupted everything

“All things being the same, this survey (National Service Delivery Survey) is supposed to be conducted every five years. This one was supposed to be in 2020, but #COVID19 delayed us.” Dr. Mukiza said
