Yumbe District Councilors are demanding the transfer of the Chief Administrative Officer, Innocent Asaba over alleged incompetence. The councilors have vowed not to approve any supplementary budget unless the CAO is transferred to another duty station.
They accuse Asaba of continuously absconding from duty and failing to oversee the implementation of district projects. They say that Asaba is rarely seen in the office, but always in Kampala leaving the office unattended to.
Hellas Amviko, the councilor representing Persons Living with Disabilities (PWDs) says that due to absenteeism, the work of the various departments and committees in the district has been crippled.
Haruna Alemiga, the councilor representing Loro sub-county, explains that failure to implement council resolutions has left the district projects at a standstill. He further says Asaba has failed to implement council resolutions on revenue collection despite repeated calls.
The LCV Chairperson Abdulmutalib Asiku says that his office is aware of the demands of the councilors. Asiku says that he has petitioned the Ministry of Local Government Permanent Secretary Ben Kumumanya over the matter.
Hussein Hudu, Yumbe Resident District Commissioner (RDC) has called for calm among the councilors as the ministry handles the matter.
However, Asaba has denied any allegations leveled against him describing them as false. According to Asaba, there is no council resolution that he has failed to implement.
This is the second time the councilors are demanding the transfer of the chief administrative officer. During the 8th council setting of the district held in July 2022, the councilors passed a resolution for the transfer of the CAO which however has not been effected.URN
