The Director of Counter Terrorism Police Assistant Inspector General of Police (AIGP) Abas Byakagaba has urged fellow officers to harness their recently acquired skills in order to elevate the efficiency and effectiveness of policing services.
Byakagaba made the remarks as he presided over the graduation ceremony of 78 officers who had undergone comprehensive training on the Intelligent Transport Monitoring System (ITMS) at The Uganda Police ICT Research, Development, and Innovation Center in Kikandwa.
“In today’s global village, survival hinges on self-improvement and skill acquisition to secure our people, we need to embrace that.” Byakagaba said
AIGP Byakagaba emphasized the pivotal role that each officer should play as a multiplier, encouraging them to adopt a proactive approach to learning in order to effectively carry out the mission of the Uganda Police Force.

He implored the officers not only to perceive themselves as separate units but to recognize their collective strength as a cohesive entity, relying on each other’s strengths and capabilities.
“You’ve been selected from various units with the common goal of supporting one another, working as one cell for best results,” he emphasized.
Senior Commissioner of Police (SCP) Sewanyana Yusuf, the Director of ICT at the Uganda police underscored the invaluable nature of the ITMS knowledge as a foundational pillar complementing the existing expertise in the force’s CCTV System.
He expressed gratitude to Global Security, a Russian company that trained the officers for their contribution to enhancing the police force’s competencies.
“The insights amassed in the field of Information and Communication Technology (ICT) will undoubtedly pave the way for optimizing the operational efficiency of the Uganda Police Force through the implementation of digitalization and automation. These advancements will span across projects encompassing the realm of CCTV and other relevant areas.” he said
The Intelligent Transport Monitoring System (ITMS) represents an integration of cutting-edge technologies encompassing sensing, analysis, control, and communication. This comprehensive suite of tools enhances the safety, mobility, and efficiency of ground transportation while also providing a robust security solution. ITMS leverages advanced video management, Automatic Number Plate Recognition (ANPR), and facial recognition technology to ensure a secure environment.
