Former independent presidential candidate, Joseph Kizza Kabuleta has faulted the government for failing to control insecurity and the persistent cattle rustling in the Acholi, Teso, and Karamoja sub-regions.
Kabuleta says that it is puzzling that there is persistent insecurity manifesting in the forms of cattle rustling, gun shootings, and highway attacks amidst heavy security deployment of security personnel in those areas.
Kabuleta, who scored 0.044 percent of the total votes cast in the 2021 presidential elections, accuses the security personnel in the area of practicing double standards and using the insecurity in those areas for selfish-gains.
Kabuleta who was on Monday conducting an outreach meeting of his National Economic Empowerment Dialogue -NEEDS in Gulu City was responding to an issue raised by Ronald Albino Opiyo of Agago district, who raised concerns of insecurity in the region.
Opiyo said that within three months more than 170 head of cattle in his area were looted by the armed cattle rustlers much as security maintained heavy deployment and presence in the area but with only small, insignificant responses to incidences.
In his response, Kabuleta said that the government and security personnel have selfish interests in the areas and want to deprive the people of their wealth and properties, something he claims calls for a change of government to protect the country and its people.
However, Monica Prudence Apiyo Monica youth leader in Gulu City under the ruling National Resistance Movement -NRM party tasked Kabuleta to walk the talk and help create solutions instead of lamentations.
Last week, government in partnership with the African Union launched a voluntary surrender of small arms and light weapons in the Acholi Sub Region.
Col. Chris Bagambe the UPDF Peace Advisor and team leader for disarmament program at the Internal Affairs Ministry said that a similar exercise was also conducted in the Karamoja Sub Region which saw more than 90,000 guns surrendered.
He explains that this is a drive that aims at minimizing armed crimes, reducing armed violence and the abuse and misuse of firearms as well as ensuring peace and voluntary disarmament in order to improve public safety.
