The Police in Busoga North and Namayingo are holding Okato Johnson Rapando, a Kenyan native and father, in custody on charges of aggravated torture against his 6-year-old son, Rapando Emmanuel.
The suspect had been residing with his wife and son for the past 5 years in Butahandu village, located in Namayingo District. The distressing incident came to light through images captured on camera, which subsequently went viral, evoking widespread dismay.
“The images depicted the suspect restraining his 6-year-old son by tying his hands and legs using four ropes, securing him against two trees or poles. Armed with a stick, the suspect ruthlessly punished and tormented his own child.” The police report reads in part.
Upon receiving this information, the local area Chairman, Bwire Nelcko, swiftly intervened. He rescued the young victim from his harrowing predicament, and the police transported the child to Oklings clinic in Mukorobi Trading Centre for urgent medical attention. Simultaneously, the authorities apprehended the suspect, who now remains in custody.
Evidential items, including broken sticks, a machete (panga), and two ropes, were retrieved from the scene of the crime. This incident serves as a stark reminder that instances of child torture are unfortunately real and prevalent. Some parents continue to employ severe punishments as a misguided form of disciplining their children.
It is alarming that certain individuals still view their own offspring as possessions, a perspective that is both perilous and in violation of the law. In a report by End Corporal Punishment organization, they say among the youth aged 18-24 years, six in ten females and seven in ten males reported experiencing physical violence during their childhood. Of children aged 13-17 four in ten girls and six in ten boys experienced physical violence in the previous years.
In light of these disturbing events, the police implore parents to recognize the gravity of their actions and seek support from the Child and Family Protection Unit located at the nearest police station. This unit is equipped to address family issues in a constructive manner, aiming to ensure the safety and well- being of children while upholding the law. It is crucial that parents and caregivers prioritize the physical and emotional welfare of their children, fostering an environment of care, respect, and nurturing guidance.
