The former Gulu Deputy Resident City Commissioner Francis Rwotlonyo has finally returned an official government vehicle he had been using, nearly three weeks after being dropped in a reshuffle.
Rwotlonyo was supposed to hand over the vehicle by March 31 but declined on claims that he personally lobbied for the Mitsubishi Double Cabin Pickup vehicle registration UG 2359C.
He was dropped in last month’s reshuffle of Resident District Commissioners, City Commissioners, and their deputies by President Museveni and replaced with Peter Banya, the former Jinja Deputy Resident City Commissioner.
At the handover of his former office, presided by the Gulu Resident City Commissioner Jane Frances Okili on Monday, Rwotlonyo apologized for the delays to return the government asset.
Rwotlonyo however alleged he couldn’t hand over the office along with the moveable and immovable assets because of the death of former speaker of Parliament Jacob Oulanyah.
Rwotlonyo noted that he had no ill intention of personalizing the vehicle despite lobbying for it at a time the office he assumed had no means of transport.
Gulu Resident City Commissioner Jane Frances Okili commended Rwotlonyo and promised to have a close working relationship with him.
His successor, Peter Banya however requested more time before he can assume the office.
By the time of the reshuffle, Rwotlonyo had only served barely served for a year after his appointment by President Museveni last year.
