Kisoro District has failed to raise 66 Million Shillings to compensate a resident in Nyabwishenya sub-county who was affected by the construction of a gravity flow scheme.
In 2015, Muhabuura Diocese constructed a gravity water scheme in Shunga village, Nyabwishenya sub-county to extend safe water in the area.
The diocese installed a water pipe and a tap stand on land belonging to Barnabas Bishaka, a resident of Shunga village. After completion, the project was handed over to Nyabwishenya sub-county authorities and Kisoro district local government for maintenance.
Bishaka dragged Kisoro district local government and Nyabwishenya sub-county for trespassing on his land and installing a water pipe without his consent. Bishaka won the case and the court asked the district and sub-county to compensate him 66 million Shillings. But Bishaka is yet to pay the money.
Bishaka claims that as the owner of the land he was supposed to benefit from the extension of water getting extended to his home.
Posiano Baruhire Barihafi, LCV Councilor Nyabishenya sub-county says that they are stuck and have no means of raising the money to pay Bishaka. Baruhire faults District authorities and Muhabuura diocese for not negotiating with Bishaka before trespassing on his land.
Baruhire says that their fear as sub-county leaders is that Bishaka is threatening to increase the money once he is not paid in time.
Abel Bizimana, the LCV Chairperson Kisoro says that the district is cash strapped to pay Bizimana. He says that Bishaka rushed to court after being threatened by one of the political leaders in the district.
Bizimana calls for President Yoweri Museveni’s intervention in form of the bailout to the district adding that Bishaka and court bailiffs are threatening to confiscate some of the sub-county property for sale.
