Parliament has approved the Kampala Capital City Authority (Amendment) Bill allowing the Minister for Kampala to determine the emoluments of the Speaker, Deputy Speaker, and their Division counterparts. The bill also empowers the Minister to consult with the Ministers of Finance and Public Service to determine the emoluments payable to these political leaders.
The Minister for Kampala and Metropolitan Affairs, Minsa Kabanda tabled the approved amendments before the House in May this year. The approved amendments also gave a February 2020 retrospective application to cater for former Speakers of KCCA who served but did not get emoluments.
“This Act shall be deemed to have come into force on the 1st day of February 2020,” reads clause 1 of the Bill. Jesca Ababiku, the Chairperson of the Presidential Affairs Committee recommended the same in her report to the House.
However, Parliament chaired by the speaker Anita Among failed to agree on a proposal to insert a new clause in the Bill to mandate the Executive Committee under the Lord Mayor to draw KCCA’s budget. Kabuye Kyofatogabye, the State Minister of KCCA and Metropolitan Affairs, rejected the proposal, saying that it required a policy justification.
Kiryowa Kiwanuka, the Attorney General agreed with Minister Kyofatogabye, saying that there is no way the purpose of the amendment could be altered to accommodate different proposals that have policy implications. He said that the Bill presented to the House was for the purposes of dealing with remuneration and not other policy issues.
Jesca Ababiku, the Chairperson of the Presidential Affairs Committee who recommended the amendment to Parliament appealed to the government to present a comprehensive amendment within this session of Parliament. The Leader of the Opposition, Mathias Mpuuga also recommended more amendments to be tabled before the House, saying that the current law is dogged with inadequacies.
