Forum for Democratic Change party (FDC) has asked Elias Lukwago Ag party Deputy President in charge of the Central region, Mr Ibrahim Ssemuju Nganda Secretary for information and publicity and others to appear before the disciplinary committee to answer queries for being errant in the party.
In a letter dated August 8, addressed to Hon James Otto, the disciplinary Chairperson, party President Patrick Oboi Amuriat revealed how the party Constitution granted him a mandate to not only convene for a disciplinary meeting but also make new appointments if wished so.
The other members who have been sermoned include Mr Kennedy Okello Ag Deputy Secretary for Presidency, Dr.George Okello Ekwere Ag Deputy Secretary for mobilization, Mr. Samuel Makheka Ag Deputy for International and Regional Affairs, Mr. Amos Ayesigamwe Secretary for Works and Transport and Hon Mubarak Munyagwa Ag Secretary for Mobilisation.
“I proceed under Article 28(3) (b) (III) and acting in consultation with the party working Committee to request you to convene a meeting of the Committee of Discipline to hear and dispose of the case of hostility towards the party, failure to execute and absconding from duty,” the statement reads in part.
Adding, “In the meantime and moving under the above-mentioned Constitutional provision, I will be making appointments on the acting basis to the office held by the above-mentioned members.”
Amuriat, however, did not elaborate on the details of the cases accused of any of the members sighting that once the proceeding commenced he would then be readily available to provide the necessary details of the party’s case against each.
“You may need to note that with the exception of Hon Ibrahim Ssemuju Nganda and Mr. Amos Ayesigamwe who was elected by the National Delegates Conference all the above members were appointed by me on an acting basis,” he said.
In response to the summon Mr Makheka said that there is no disciplinary committee in that even when it is provided for in the constitution.
“It is like Mr Amuriat is acting out of his mind, there are three committees in FDC that have never been constituted and they include the Elders Committee, the Disciplinary Committee, and the Elections Tribunal. This mentality of him (Amuriat) coming up and naming a committee plus the committee chair is something that makes him sound mad. We know what the constitution says but the committee doesn’t exist so where should we go?” Mr Makheka said.
On Monday during his address responding to the Elders Committee report, former leader of the FDC RT Col Kiiza Besigye sighted panic within the party leaders and the urgency in making changes within their party structure to fit in their desires.
Besigye accused top leaders including the party Secretary General Hon Nandala Mafabi and the president of being hell-bent on continuing with what he said was a fraudulent election because of the time limit within which a new leadership must commence.
” There is no Constitutional constraint that our party organs can not deal with, what is motivating them is rather what they have always said that we want to buy time,” Besigye emphasized.
